Background:
We are currently under contract with Illinois Central to provide in-district regular and special education student transportation services. In April 2020, the Board approved an Amendment to Student Transportation Services Agreement with Illinois Central. This Amendment allowed for the continued payment of wages and benefits during the school closure due to the pandemic. This Amendment expired on June 3, 2020.

Summary:
The State has allowed school districts to pay transportation contractors even if services were not provided during the pandemic. Per the State of Illinois Administrative Code, during a gubernatorial declaration of disaster, these transportation expenditures are reimbursable on the State transportation claim. A written amended agreement to the contract must be in place stating the payments to be provided to the Independent Carrier.

Per Sections V (Contract Rate) and IX (Contractual Changes) in our contract, language states that we may negotiate rates when number of routes are altered and/or if a significant change in the length of the school day or year occur. We have continued to work with our transportation vendor and have developed and negotiated an agreement whereby the Board would pay a set amount of $549,666.47. This represents a portion of the amount of lost revenue that Illinois Central has realized from the start of school until January 11th, when we began bringing more students into our buildings for in-person learning. This lost revenue was due to running single-tier routes versus our typical 3-tier routes.

It is anticipated the district will recoup at least half of this expenditure though the state reimbursement claim.
