Background:
The Board of Education approved a three (3) year contract with Advanced Disposal in June 2018 to furnish labor, materials and equipment necessary to provide trash removal and recycling services for all CUSD200 locations. The base contract expired on July 31, 2021, but allowed for subsequent one (1) year extensions by mutual agreement. The Board approved a one-year contract extension in June 2021 and this contract extension expires on July 31, 2022.

Summary:
A bid package was prepared. The base bid included standard waste removal and recycling services at all district buildings. It also included a 30 cubic yard trash compactor for each high school. The bid is for a three (3) year contract, beginning August 1, 2022 and ending July 31, 2025, and called for rates for the first year. Rates for subsequent years may be escalated at a rate based upon mutual agreement and Board approval, and is limited to the lower of 5% or the percent increase in the Consumer Price Index (CPI) used for tax cap purposes on the most recent tax levy. Subsequent one (1) year renewals after the initial three (3) year term may be negotiated based on above terms with mutual agreement and Board approval.

The bid also included unit costs for dumpsters and pick-ups (as needed by the District). Since these were not a regular operating expense, they were not considered in the bid evaluation process.

Bid advertisement was published in the Daily Herald and on the District website. Three (3) bidders responded. The bid results are attached.

An evaluation of the bids was completed based on the annual cost for the waste and recycling services, which includes the cost of the trash compactors. The evaluation of the compactors was based on calculating the annual cost of the equipment, and an estimated 18 pick-ups (average of 1 ½ pick-ups per month) per year per high school.

Based on the bid review and evaluations, the base contract bid from Waste Management of Illinois, Inc., with an estimate of $76,823.52, was the lowest responsible bidder.

Recommendation
