Policy:
Background In April, the Board approved the K-8 and 9-12 contract renewals with Organic Life, LLC, to provide meals for the School Nutrition Programs (National School Lunch Program and School Breakfast Program). Due to the current COVID-19 National Public Health Emergency the USDA has authorized several waivers related to the operations of the Child Nutrition Programs.

Summary: The USDA has extended a waiver that allows school districts to participate in the Seamless Summer Options (SSO) through the 2021-2022 school year. The SSO is another federally funded Child Nutrition program that is part of the National School Lunch Program (NSLP), and will provide meals free of charge to all students.

Due to this waiver the Illinois State Board of Education (ISBE) is allowing for a negotiated rate increase. To allow for sustainability of the program to cover continued increased costs for labor, product and other expenses, we have negotiated an agreement whereby the Board would pay a per-meal rate of $2.28 for breakfasts and $3.8963 for lunches. This is less than a $.50 increase in our current per-meal rates.

Under the SSO, the District will receive a higher reimbursement rate for the meals than what was received under the National School Lunch Program and School Breakfast Program. The reimbursement rate will be $2.4625 for each breakfast meal and $4.3175 for each lunch meal.
