Policy:
Background The Wheaton Sanitary District is in the middle of their Northside Interceptor Sewer Replacement Project. The project design included a significant amount of work in the summer/fall of 2022 on Woodlawn Street and W. Liberty Drive, potentially causing major traffic concerns for Emerson Elementary School during the school year.

Summary: In the early part of 2022, the Wheaton Sanitary District began discussing the planned work around Emerson Elementary School with CUSD 200 representatives and asked if the District would be open to a change in the plan. The change would allow the Sanitary District to move the work from Woodlawn Street onto and through the property at Emerson School, running from the southwest end of the facility to the northeast end of the facility. This move would allow for the project to be completed at a faster pace, prevent significant bus and vehicle disruptions at the start of the school year and provide the District with new K-2 playground equipment and a swing set on the north side of the Emerson property. In addition, the Wheaton Sanitary District will also be building a new ball field on the south end of the property. The ball field is used by Emerson School and the Wheaton Park District. The agreement establishes temporary and permanent easements on the Emerson property, none of which we expect to cause any concern to Emerson or the District in the future.
Funding: All CUSD 200 out of pocket costs for the replacement of the K-2 playground and swing sets will be reimbursed by the Wheaton Sanitary District.
