Policy:
Background The Title I grant has two types of programming--targeted assistance programs and schoolwide programs. In a targeted assistance program, funds may only be used to supplement instructional services to eligible children identified as having the greatest need for special assistance. Schoolwide programs are not districtwide and must be planned for and implemented at each individual school building in the district. A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school with a poverty percentage of 40% or more in order to improve the achievement of the lowest-achieving students. However, if a schoolwide program will best serve the needs of the students at the eligible school and has less than 40% low income, then the school may receive a waiver. Johnson and Pleasant Hill Schools will automatically qualify for Schoolwide Plans because their low income percentage is at or above 40%. Sandburg (35.79%) and Washington (35.22%) have been participating in Title I schoolwide programming since 2018. Lowell (33.21%) has been participating since 2021. Bower became eligible for Title I funds in 2022. Bower (33.49%) continues to remain eligible next school year and would like to transition to a schoolwide program. The schoolwide program will allow for more flexibility in providing resources and in serving a greater number of students. ISBE requires the Board of Education to approve schoolwide programming for schools that do not automatically qualify through demographics.

Summary: The administration will submit a schoolwide program waiver to ISBE for Bower, Lowell, Sandburg, and Washington Elementary Schools with approval from the Board of Education. Since the 2023-24 school year would be the first year Bower will be applying for the schoolwide program, a plan was created. The plan was developed in collaboration with the Bower School Improvement Team, the building principal, and Director for Elementary Instruction
