Policy:
Background The Title I grant has two types of programming--targeted assistance programs and schoolwide programs. In a targeted assistance program, funds may only be used to supplement instructional services to eligible children identified as having the greatest need for special assistance. A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school with a poverty percentage of 40% or more in order to improve the achievement of the lowest-achieving students. If the eligible school has less than 40% low income and a schoolwide program will best serve the needs of the students at the school, then the school may receive a waiver. Johnson (61.69%) automatically qualifies for schoolwide programming because their low income percentage is at or above 40%. Pleasant Hill, Emerson, Sandburg, Washington, Bower and Hawthorne have below 40% and will require the waiver. Emerson (31.00%) will be added to Title I this year. Pleasant Hill (39.58%), Sandburg (37.28%), Washington (37.01%), and Hawthorne (36.97%) have been participating in Title I schoolwide programming since 2018. Bower (34.72%) has been participating in schoolwide programming since 2023. The schoolwide program will allow for more flexibility in providing resources and in serving a greater number of students. ISBE requires the Board of Education to approve schoolwide programming for schools that do not automatically qualify through demographics.
