Policy:
Background The Title I grant has two types of programming--targeted assistance programs and schoolwide programs. In a targeted assistance program, funds may only be used to supplement instructional services to eligible children identified as having the greatest need for special assistance. A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school with a poverty percentage of 40% or more in order to improve the achievement of the lowest-achieving students. If the eligible school has less than 40% low income and a schoolwide program will best serve the needs of the students, then the school may receive a waiver. Johnson and Pleasant Hill Schools automatically qualify for schoolwide programming because their low income percentage is at or above 40%. Sandburg (35.97%) and Washington (35.03%) have been participating in Title I schoolwide programming since 2018. Bower (38.43%) has been participating in schoolwide programming since 2023. Hawthorne (34.67%) will return to the Title I grant for the 2024-25 school year, and can utilize the 2018 schoolwide approved plan. The schoolwide program will allow for more flexibility in providing resources and in serving a greater number of students. ISBE requires the Board of Education to approve schoolwide programming for schools that do not automatically qualify through demographics.
