Background:
In October 2021, the Board of Education approved a temporary serious safety hazard for an area near Lincoln Elementary School. A temporary hazard is only valid for one year and must be resubmitted annually.

The District re-evaluated this area for a potential hazard using the Illinois Department of Transportation’s guidelines. A hazard is declared to exist in any single situation in which the sum of points equals or exceeds 12. The area studied was crossing Blanchard St. at Elm St. for Lincoln Elementary School students. This evaluation totaled 11 points. The Board of Education can award a maximum of two points to any hazard evaluation if extenuating circumstances exist. Several students live in this area and would be impacted. Many of these students live on the west side of Lorraine St. and had previously used the space available program before a hazard was approved in 2016 for crossing Lorraine St. Once this hazard was approved, these students were not allowed to cross Lorraine St. to board the bus. Similarly as in October 2021, we are asking the Board of Education to award one (1) additional point needed to declare crossing Blanchard St. at Elm St. a permanent hazard.

Summary:
Since adding this as a temporary hazard last year, there have been between 40-60 students who live in this area using the bus service daily. It is our recommendation that, since a substantial number of students are affected and the conditions have remained the same, this hazard be changed from temporary to permanent.

Attached to this report is a map and accompanying Illinois Department of Transportation form identifying the Serious Safety Hazard Finding for this location. Students eligible for reimbursable busing under this submittal will be transported on the route that was added last year and already included in the budget.

Recommendation
