Background

The administration identified and prioritized door replacements projects at Edison Middle School and Pleasant Elementary School and a Special Education Bathroom remodel at Wheaton North High School. These projects are included in the District's capital plan and were reviewed and recommended by the Facilities Committee. Bids were structured to include a Base Bid only.

Summary:

The bid opening was held on November 30, 2023. Eleven (11) contractors picked up the bid package and seven (7) responded. The Base Bid is for Door Improvement work at Edison Middle School and Pleasant Hill Elementary School along with a Special Education Bathroom remodel at Wheaton North High School.
The lowest bid submission (Red Feather Group) had two discrepancies that were identified in their submission. One is the bid number. The bid form numbers by building did not match the aggregate numbers used in the Base Bid for all work. The second discrepancy is related to contractor qualifications. The bid required five (5) completed projects in the past five (5) years that meet or exceed the dollar value, scope, and complexity of this project. Red Feather Group only provided evidence of two (2) of those projects. Based on both discrepancies, Red Feather Group is considered to be non-responsive.
Attached is a letter from Legat Architects recommending Reed Construction as the lowest responsive, responsible bidder for the aggregate Base Bid. The total bid submission is $577,578. A copy of the recommendation letter from Legat Architects and the Summer 2024 Capital Project list summarizing all 2024 projects is attached. Also attached are the bid pages from Red Feather Group and Reed Construction.

It is recommended that the Board of Education rejects the bidder Red Feather Group as non-responsive and award the Capital Improvement Base Bid contract to Reed Construction of Chicago, Illinois in the amount of $577,578.
