Policy:
Background District 200 participates in the National School Lunch Program (NSLP). In June 2019, the Board approved a contract with Organic Life, LLC to provide food service management for District 200. This contract allowed for up to four (4) annual renewals. Subsequently, the Board approved 4 renewals, and the latest renewal expires on June 30, 2024.

Summary: Scope of Service:

This contract is for the provision of the management of student and staff food services for all District 200 K-12 schools. The contractor is to provide personnel, employee training, food preparation and service, marketing, food and supply acquisition, and overall management of the school food service program (K-12) within the policies of District 200 and the Illinois State Board of Education.

Evaluation Process:

Because the Illinois State Board of Education (ISBE) must administer all National School Lunch Program funds, they are involved in food service contract specifications and procurement procedures. Recently, House Bill 4813 was passed and signed into law which provides additional procurement method options for procuring management in the operation of a school’s food service program. In addition to the Invitation for Bid (IFB) procurement method (which we have used in the past), districts now have the option to utilize a Request for Proposal (RFP). The RFP uses a scoring matrix that includes evaluation criteria and a weighted point system. Some of the criteria are pre-determined and required by ISBE, including the price criteria. Pricing must be the maximum weighted criteria. Districts are also allowed to add other criteria to the scoring matrix. All specifications must be approved by the Illinois State Board of Education prior to distribution to vendors.

We received proposals from five (5) vendors. Proposals were evaluated based on the following nine (9) criterion, developed by the District and incorporated in the proposal specifications:

An evaluation committee made up of six (6) district administrators was established to review and evaluate the proposals using the entire scoring matrix. Staff members from the School Service Center participated in the Blind Taste Testing portion, and a group of students and staff participated in the Site Visit / Taste Testing portion.

Attached are the evaluation and pricing results.

Each vendor on this project was required to submit data with their proposal to cover each of the areas listed above. The first step was to evaluate all five (5) proposals using the first seven (7) criteria. Then the two (2) proposals with the highest scores were selected for a site visit / taste testing. A group of twenty (20) students and twelve (12) staff visited two districts serviced by Organic Life, LLC and Quest Food Management Services.

After the site visit / taste testing was completed, reference checks were conducted. Based on the total evaluation, Organic Life, LLC scored the highest number of points.

We are recommending the Board approve the proposal from Organic Life, LLC.
Funding: Estimated Cost: $3,388,290

Funding Source: Revenue and expenditures are appropriated in the Education Fund (FY2025), including Federal and State reimbursements.
